Product · Viglia Lobby

Spot the project before the tender is written.

By the time a tender is published, the requirement is often fixed. Viglia Lobby reads what French local authorities publish earlier, cites the source document and names the executive's elected officials.

Your catalogue is the reference. You keep the decision.

How Viglia Lobby spots a project

Lobby does not rate local authorities with an invented score. It reads their public documents and files each item by the stage the project has reached.

  1. Read what the authority publishes

Agendas, council decisions, minutes, budgets and multi-year investment plans of the bodies being followed.

  2. Place the project

Each item is filed as “before decision” or “purchase ahead”. Anything that prepares no purchase is dismissed as noise.

  3. Link it to your offer

The project is matched with your brands' catalogue, its theme and its territory, with the executive's elected officials concerned.

  4. Find it again at publication

When the tender appears on a followed source, it can be linked back to the original signal so its history carries over.

Where the signals come from

From documents French local authorities publish themselves: council decisions, minutes and budgets, plus the open data published on data.gouv.fr where it exists. Each signal quotes its source document and the passage concerned.

Coverage is measured territory by territory: Lobby shows how many bodies are actually read and how many published a recent document. Viglia Lobby is opening gradually; the demo confirms which territories are already read for you before you commit.

Three products, one public market. The upstream signal announces the tender, the award announces the next one. Everything meets on the buyer's profile.

What your team decides

  • Whether to meet a buyer: Viglia sends no messages and makes no contact on your behalf.
  • The rules of your conversations: market consultations allowed by French procurement law, equal treatment, HATVP registration where it applies.
  • What to do with a signal: a project may never become a tender, or become one you choose to ignore.

What we do not promise

  • French local authorities; coverage measured and displayed per territory, never presented as complete.
  • An upstream signal is not a published tender.
  • Viglia sends no messages; your public-affairs work stays your own, lawful and transparent.

Your data stays yours

Public sources (notices, awards, local-authority documents) form a shared base. Your catalogue, documents, scores, decisions and strategy stay in your company's own space: no other customer company can see them, competitors included, and they never feed that shared base.

Two competitors can use Viglia at the same time: each sees the same public notices, neither sees the other's targeting or choices.

How to get started

  1. A demo on your business

You walk us through what you sell, your countries and two or three notices you know. We show what the product keeps from them, and why.

  2. A scope confirmed before you commit

Enabled sources, territories, products and limits are confirmed with you. Pricing is shared at that point, per seat and per product.

  3. Set-up with the team

We configure your catalogue, areas and priorities with you, then adjust the targeting from your first feedback, with your approval.

FAQ

Is Viglia Lobby lobbying?

Viglia Lobby is monitoring: it spots projects that local authorities publish themselves. What you do next is your own public-affairs work, which must stay lawful and transparent, including market consultations allowed by French procurement law, equal treatment and registration with the HATVP register of interest representatives where it applies.

Which territories are covered?

Territories and buyers are set with you. Viglia Lobby is opening gradually: for each territory it shows how many bodies are actually read and how many published a recent document, and the demo confirms what is read for you.

Can I buy Viglia Lobby on its own?

Yes. Each product is sold separately, per seat. The Viglia Elite plan gives one member all three products. Pricing is shared on request, once your scope is defined.
