How Indonesian procurement is organised
The framework is Presidential Regulation (Perpres) 16/2018 on government procurement of goods and services, amended by Perpres 12/2021 and then by Perpres 46/2025, in force since 30 April 2025. The second amendment pushes domestic-product use, speeds up digital procurement and covers village procurement. Contracts signed under the earlier text run to term.
The system is designed by LKPP (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah), the national procurement policy agency. It develops the tendering software and, since Perpres 17/2023 on the digital transformation of procurement, runs the platforms with PT Telkom Indonesia as managing partner. For a foreign supplier that means one ecosystem and one account, but hundreds of publication points.
Where notices are published
SPSE and the LPSEs. SPSE (Sistem Pengadaan Secara Elektronik) is the
tendering application; every ministry, agency, province, city and state body operates it
through its own service unit, the LPSE. Instances now sit under
spse.inaproc.id: SPSE Nasional,
LKPP’s own LPSE, the Ministry of Defence, provinces and cities. Each publishes its tenders
and its non-tender purchases with a package search. There is no single official journal:
the notice lives on the buyer’s instance.
INAPROC. The national portal inaproc.id brings together tender search, catalogue products, procurement plans, the list of LPSEs and the supplier blacklist. It is also the central account: one identity for catalogue v6 and other apps, with SPSE integration listed as “coming soon” in August 2026.
SIRUP, the procurement plans. Before launching a procedure, each budget holder publishes its general procurement plan (RUP) on SIRUP, per work unit and fiscal year, with the planned method and value. It is the best early signal in the Indonesian market: a need shows up in the plan before it shows up as a tender.
The e-catalogue (Katalog Elektronik v6). This is not a notice source. It is a marketplace where public buyers order directly from listed suppliers, sometimes after a mini-competition between catalogue suppliers with similar products, under its terms of use. You do not monitor it; you get listed, with an INAPROC account and an electronic signature.
Who can bid, and on what terms
International tenders. Article 63 of Perpres 16/2018 opens procedures to foreign firms above value thresholds set for works, goods and services and consultancy, when financing comes from an export-credit agency or a foreign private lender, or when no Indonesian firm is able to deliver. Two conditions apply: the foreign firm teams up with a national company (consortium, subcontract or other cooperation), and for goods and works it works with domestic industry on spare parts and after-sales service, as summarised by the Cabinet Secretariat. Documents are at least in Indonesian and English; Indonesian prevails. Check the threshold amounts published in 2018 against the consolidated text before relying on a figure.
National procedures. They require a supplier account, and the account requires an Indonesian entity: the first person registering a company on INAPROC must be listed, with their national identity number (NIK), in the company’s NIB as owner or shareholder. The NIB is issued by the OSS licensing system, governed since 2025 by Government Regulation PP 28/2025. A foreign-owned limited company (PT PMA) goes through the same system. Where shareholders are foreign nationals, the company writes to LKPP to open registration for named staff.
The local partner. Mandatory in international tenders, it is in practice the way into national procedures for anyone without a local entity. Domestic preference adds to this: mandatory local purchasing once offers reach the local-content (TKDN) floor, a price preference for domestic content, and imports only when a product is not made locally or not in sufficient volume. A manufacturer that assembles or produces locally with an Indonesian partner therefore starts with a regulatory advantage, not just a commercial one.
Development-bank-financed projects
When a project is financed by a foreign loan or grant, the financing agreement’s rules take precedence over the Perpres (article 64): eligibility, advertising and selection method then follow the lender. It is often the clearest route for a foreign firm.
- World Bank. General and specific procurement notices, requests for expressions of interest and contract awards for Indonesian projects appear on the procurement notices list, filterable by country. Some Indonesian agencies run these international tenders on dedicated SPSE-ICB instances with their own vendor registration.
- Asian Development Bank (ADB). Indonesia is a borrowing member; ADB publishes goods, works and consulting notices for its projects in its Tenders section. It publishes no CPV codes, so selection works on content.
- UN agencies. Their purchases delivered in Indonesia appear on UNGM, the UN Global Marketplace.
The defence channel
The Ministry of Defence (Kemhan) and the armed forces run their own LPSEs, for example LPSE Kemhan or the navy’s: routine goods, services, IT and works, under the same rules as the rest of government.
Major equipment follows different logic. The Defence Industry Law 16/2012 limits foreign purchases to equipment domestic industry cannot supply, proposed to the Defence Industry Policy Committee (KKIP) and bought government-to-government or directly from the manufacturer, with domestic-industry participation and technology transfer. Every foreign purchase carries trade-offset, local-content and offset commitments (IDKLO) agreed with Indonesian firms, as the ministry’s FAQ explains. There is no public tender to watch for these programmes: it is industrial relationship work, usually with an Indonesian defence-industry partner.
Industry, construction, IT and services
The Indonesian market reaches far beyond defence. Ministry and regional LPSEs publish a steady flow of road, water and building works, equipment purchases, maintenance, cleaning and security services, software and IT hardware. The levers differ by profile: construction is won by tender, often with a local partner; standard hardware and software go largely through the catalogue; manufacturers weigh their local-content strategy; recurring services can be prepared from the SIRUP plan onwards.
Monitoring, and what VIGLIA covers
Serious Indonesian monitoring combines three layers: SIRUP plans to anticipate, the LPSE instances of targeted buyers for procedures, and the lenders for large projects open internationally. Be careful with tooling: the platform’s terms of use forbid collection robots other than search engines unless a cooperation agreement is in place with the platform manager; programmatic access goes through the INAPROC API gateway, reserved for integrators verified by LKPP.
VIGLIA monitors more than 200 official sources in more than 60 countries, across six continents. For Indonesia, they include World Bank project notices, including those of Indonesian borrowers, and UN agency notices published on UNGM. VIGLIA does not yet cover SPSE, INAPROC, SIRUP or ADB: for those, the free alerts of the LPSEs and the lenders remain the right reflex. Each collected notice is read against your catalogue with a reasoned bid / no-bid recommendation; the Asia overview places Indonesia among its neighbours.
FAQ
Can a foreign company bid on Indonesian government tenders?
Yes, mainly through two routes. International tenders under article 63 of Presidential Regulation 16/2018 are reserved for large contract values, for procurement financed by an export-credit agency or foreign private lender, or for needs no domestic firm can meet; the foreign firm must team up with an Indonesian company through a consortium, subcontract or other cooperation. Projects financed by development banks follow the lender’s rules. For routine national procedures, a local entity or a local partner who bids is the practical requirement.
What is an NIB and why does it matter for public procurement?
The NIB (Nomor Induk Berusaha) is the business identification number issued by the OSS risk-based licensing system. It gates access to the platforms: on the central INAPROC account, the first person to register a company must be listed in its NIB as an owner or shareholder. Where owners or shareholders are foreign nationals, the company sends a formal request to LKPP to open registration for named staff.
Are Indonesian tender documents available in English?
National procedures run in Bahasa Indonesia. International tenders must be at least bilingual, Indonesian and English, and the Indonesian version prevails if the two differ. Projects financed by the World Bank or the Asian Development Bank follow the lender’s publication rules on its English-language portals.
