UNGM, the United Nations Global Marketplace, is the official procurement platform of the UN system. It gives suppliers a place to register and discover procurement notices, while individual organizations remain responsible for their procurement requirements and response processes. A supplier account is a starting point, not an award, universal eligibility certificate or guarantee of invitations.

To use UNGM effectively, separate four tasks: make the company’s registration accurate, find relevant notices, qualify the specific requirement and follow the buyer’s actual submission instructions. Each task answers a different question. This guide uses official UNGM instructions and an identified historical notice to show the difference without promising coverage of every UN purchase.

Start at the official UNGM entry points

The UNGM homepage links to supplier registration, procurement opportunities, contract awards and its Help Center. Registration is offered at no cost. Its notice-access guidance says that most UN organizations and some international organizations publish opportunities there, publicly and free of charge. You do not need to buy an alert service merely to browse those public notices.

Choose the account type that matches your actual activity. UNGM distinguishes suppliers, individual consultants and implementing partners. A company offering goods and services should not mistake an implementing-partner opportunity for a supplier procurement simply because both concern humanitarian work. Use the issuing organization’s explanation when an opportunity’s purpose is unclear.

Public discovery and tender participation are different. You can read a public notice without concluding that you have met its registration level or have access to its entire document set. Some documents and submission functions sit in an organization’s separate procurement system. Plan access early; an attractive notice is not useful if the team discovers its participation requirements only shortly before closing.

Complete Basic registration with verifiable company information

The official Basic-level instructions identify general company information, address, countries of business, contacts, goods and services classification and the Declaration of Eligibility. The supplier name must match its Certificate of Incorporation or other legal documentation. Registration therefore needs accurate company records, not a marketing description copied into every field.

  1. Use the correct legal entity and provide its establishment and licensing information as requested.

  2. Check the address and the countries where the company actually wishes to do business.

  3. Maintain working contact details and add appropriate colleagues through the account’s contact process.

  4. Classify the goods and services the company genuinely offers using UNSPSC codes.

  5. Review the Declaration of Eligibility on the company’s behalf rather than treating it as a routine checkbox.

  6. Complete the form and inspect the registration statuses with organizations.

UNGM’s Basic-level guide says that once a profile is registered with at least one organization at Basic level, it becomes visible to staff members. Visibility helps sourcing; it is not a promise that a buyer will shortlist the supplier. Assign a real account owner to maintain legal details, contacts and offered categories as the company changes. Keep credentials within the authorized team rather than sending them to a third-party monitoring service.

Registration is agency- and opportunity-specific

The UNGM registration-level guidance explains that most organizations require Basic registration and some use Level 1 or Level 2 with additional documentation. It directs suppliers to the registration level shown in the particular opportunity. Do not invent one threshold, one document bundle or one approval status that applies across all agencies.

Check both the company’s status with the issuing organization and the notice’s participation requirements. A company can have an account but still lack the required registration or supporting evidence for a particular procurement. Technical qualifications, delivery capability, sanctions or other eligibility checks in the solicitation do not disappear because registration is complete. Where the notice and account status appear inconsistent, ask the responsible organization or use the relevant UNGM help process.

Registration questions to resolve before committing to a response

Question

Where to look

What not to assume

Which legal entity is participating?

Company records, registration profile and proposal forms

That another group company’s status automatically transfers

What registration level is required?

Notice details and official registration guidance

That Basic always suffices

Is registration complete with this organization?

Organization submission status in the account

That account creation means agency registration is complete

What procurement-specific evidence is required?

Solicitation documents and amendments

That registration substitutes for certifications or references

Which system receives the proposal?

Participation instructions and linked procurement platform

That every proposal is uploaded directly to UNGM

Find relevant notices, then read beyond the title

Open UNGM procurement opportunities from the official navigation. The notice-access guide says active opportunities appear by default and explains that expired notices can also be viewed. Use the available search criteria to narrow the research, then inspect the issuing organization, reference, beneficiary country, method and closing information. A country of delivery is not necessarily the buyer’s location or a rule limiting supplier nationality.

Read the Description, Documents and UNSPSC information together. Classification codes help discovery but cannot establish that a particular catalogue model meets a technical requirement. For suppliers seeking civil protection tenders, terms such as equipment, relief supplies or shelter may point to very different products and service obligations. Qualification needs the actual specifications, quantities where published, delivery terms and requested evidence.

The official solicitation-method guide distinguishes expressions of interest, RFQs, invitations to bid and RFPs. Treat the method as an orientation aid, not a substitute for instructions. An expression of interest may seek qualifications rather than a priced offer; an RFP can seek different solutions. Record the action requested now instead of drafting a full proposal for every publication.

A real historical notice: what it does and does not prove

The UNOPS notice “Supply of IT Equipment, supplies and software” is reference RFQ/HTOC/92570/16-2795(WD), published on 27 May 2016 for Haiti. The notice shows Basic registration and a deadline of 2 June 2016 at 13:59, GMT −5. It is an expired historical example, not a live opportunity. These fields show how identity, geography, registration and time-zone information appear together.

The page also lists attachments. The attachment content was not available in readable form during preparation of this guide, so we do not assert quantities, evaluation clauses or an award outcome. That is the practical boundary: notice metadata can support an initial screen, while the complete current documents are needed for a decision to respond. This is source-reading instruction, not a product screenshot or a claim that Viglia analyzed this procurement.

Expressing interest is not submitting the bid

For integrated electronic opportunities, the UNGM electronic-submission instructions require at least Basic registration with the issuing organization. They describe the blue Express interest button as a non-binding action. It changes to View documents, which redirects the supplier to the organization’s procurement system. The proposal is then handled in that system according to its instructions.

Do not confuse a click, document download, draft upload and completed transmission. Confirm the response channel, file requirements, authorized signatory and receipt process early. If the notice prescribes email or another channel, follow those bidding instructions. UNGM’s notice-access guidance explicitly says not to submit bids to the UNGM Secretariat. For questions about the procurement or a separate agency platform, contact the responsible officer through the channel indicated in the notice.

Notices, awards and coverage gaps

UNGM’s award guidance says most organizations publish awards and that these are publicly accessible free of charge. The contract-award area is separate from opportunities. Use published awards for bounded historical research, retaining the contract identity, date and available value. An award is not a signed contract reproduced in full, a live invitation or proof of a future replacement.

UNGM’s coverage explanation identifies purchases published through other channels and restricted procedures that are not publicly accessible. Therefore “not found on UNGM” does not prove “no procurement exists.” Check the issuing organization’s official resources. Conversely, registration does not guarantee access to restricted invitations or coverage of every UN agency and procurement.

Turn the source into a supplier decision

Keep a short qualification record: exact reference, source URL, current document version, registration requirement, matching catalogue item, mandatory evidence, delivery scope and unresolved questions. Make a human go, no-go or conditional decision before committing to proposal work. An unknown value is not zero, and an unclear requirement is not confirmed compliance.

Viglia’s AI tender monitoring supports catalogue-grounded discovery and source-backed analysis within the agreed supported-source perimeter. Stage A is available; Stage B in-depth bid/no-bid support is separately activated. Stage C response support is not commercially available. Monitoring does not register the company with agencies, guarantee invitations or submit its proposal.

For a demo, bring the catalogue, target regions and an official notice reference. Discuss supported agency sources, available documents and how missing evidence is shown. The page’s demo control supplies the next step; the English supplier guides provide related procurement reading.
