The product compared is Govex (govex.be) , Belgian public procurement platform with a daily, expert-screened tender selection for Belgium and Europe.
Bid / no-bid support belongs to Stage B when enabled; your team keeps the decision.
Our verdict · For a defence, security or industrial supplier bidding on public tenders worldwide
Viglia is the more direct choice if your buyers span several countries, NATO agencies are among them and your catalogue should decide what is relevant. Govex keeps the edge if you want a Belgian selection screened by hand every morning, lawyer-led training and support up to submission, or Belgian buyer databases and CRM integration.
Choose Viglia if
- you bid in France (BOAMP), Belgium and the rest of Europe as well as further afield, and need those notices in the same work queue as TED;
- NSPA and NCIA tenders matter to you, alongside UN buyers on UNGM;
- you want each lot matched against your products and exclusions, with a reasoned bid / no-bid and every requirement cited from the tender documents.
Keep Govex if
- you want a daily selection hand-reviewed by experts who know Belgian buyers;
- you need training by specialist lawyers, support up to file submission, or Belgian buyer contact databases.

What Viglia does with a notice, step by step
For activated sources and accessible documents, Viglia relates requirements to your catalogue and links findings to the source document, including the passage when identified. Stage B supplies bid / no-bid support when separately enabled. The fictional example below illustrates the method, not an observed product execution.

Sourced comparison
Govex and Viglia compared
The Govex column only restates what the vendor publishes, or an absence bounded to the pages we read. The Viglia column describes the current commercial scope: Stage A by default and Stage B separately enabled when granted; roadmap items are never presented as available.
| Criterion | Govex · public evidence | Viglia · current scope | What to check before deciding |
|---|---|---|---|
| Public positioning | A centralised platform to identify, monitor and respond to public tenders in Belgium and Europe, with a human, expert and personalised approach. Govex home page | An operated monitoring and qualification service for public and institutional tenders, specialised in defence, civil security, fire and rescue, with worldwide monitoring. | Start from where your buyers publish. A service built around Belgian buyers and one built around a product catalogue can both mention Europe and still look at very different notices every morning. |
| How tenders are screened | Govex says its team reviews each tender every morning instead of relying solely on automated filtering, and selects by sector and geographic area. Govex human monitoring | Filtering by product catalogue: each lot is compared with your products, capabilities and exclusions, and every score cites its sources. | Ask both services to explain why a given notice was kept or rejected. Sector and region filters and catalogue matching fail in different ways. |
| Territory and sources | Govex’s terms define the information service by a Territory set out in each customer’s order form, covering notices published in official bulletins or equivalent channels. Govex terms and conditions | More than 200 official sources in more than 60 countries, including TED, BOAMP, Public Procurement Belgium, PMP Luxembourg, NSPA, NCIA and UNGM, within the scope agreed with you. | Write down the portals you cannot miss, for example BOAMP, Public Procurement Belgium or NSPA, and have each provider confirm them in writing, source by source. |
| Working with the results | Govex lists a CRM, an extranet for team collaboration, an AI chatbot to search within tender notices, email alerts and statistics. Govex tools | A single work queue linking to each original notice, explained shortlists, tender-document analysis with source citations, an exportable compliance matrix and deadline tracking. | Compare the step after the alert. Do you mainly need a place to track files, or a cited analysis of what each tender requires? |
| Bid / no-bid and response | Govex offers training, consulting and support that it describes as running up to the submission of the file. Govex support | A reasoned bid / no-bid recommendation for each shortlisted tender, with pipeline and deadline tracking; the decision stays with your team. | Decide whether you need a reasoned call on each tender or coaching to assemble the response. Govex documents the second. |
| Contract and pricing | Govex’s terms describe a quotation and order form, initial terms of 12, 24 or 36 months, tacit 12-month renewal and a subscription fee invoiced in advance. No price list was found on the pages examined. Govex terms and conditions | Pricing on request, based on the sources and scope operated. | Compare total cost for the same scope: territory, users, support, training and the screening time your team still spends. |
| Defence, NATO and NSPA | No page dedicated to defence, NATO or NSPA was found in the public sitemap of the English site examined; confirm this scope directly with Govex. Govex English sitemap | Defence is a Viglia specialisation, and NSPA and NCIA are among the sources monitored. | Never infer NSPA coverage from a general promise about European tenders. Ask for recent NSPA notices in a trial. |
Two services with people in the loop, two different reference points
Govex presents its daily manual review as a distinctive approach compared with platforms that rely solely on automated filtering.
Viglia is also operated: a daily review produces a shortlist with reasons. Its reference point is your product catalogue and its exclusions, so each lot is kept or rejected for a stated reason.
Give both services the same brief and ten known notices, relevant, off-target and borderline. Compare which ones each keeps and how clearly each explains the choice.
Belgian expert screening or catalogue-led worldwide monitoring
Govex’s home page focuses on Belgian and European public procurement, and its sample feed shows notices from Belgian buyers such as municipalities, SNCB and universities.
Viglia monitors more than 200 official sources in more than 60 countries, including BOAMP and TED, Public Procurement Belgium and PMP Luxembourg, and NATO and UN buyers through NSPA, NCIA and UNGM.
If you sell in Belgium and France, test each service on both markets. A strong Belgian feed tells you little about French below-threshold notices, and the reverse is also true.
Training and bid support are a separate purchase decision
Govex describes personalised training by specialist lawyers and support with specifications, procedures and submissions in the language of the country concerned.
Viglia’s work ends at a reasoned bid or no-bid recommendation with the decision left to your team; response writing, technical proposals and bid submission on platforms are not part of its offer.
Separate the two needs before comparing offers: finding and qualifying tenders on one side, learning procedures and preparing responses on the other.
Treat every alert as a pointer to the official notice
Govex’s terms state that tender information is shared for information purposes only and that customers must check deadlines and requirements with the official source before deciding or submitting.
Viglia keeps a link to each original notice and cites the source document behind each extracted requirement, date or clause. Scanned pages go through OCR, with uncertain passages flagged.
Whatever service you choose, check how quickly you can get from a summary back to the paragraph it relies on. That is where errors in dates and requirements are caught.
Limits, reading date and corrections
This comparison is based on Govex’s public pages, read without access to a customer account. A capability we did not find may exist in a private offer: ask Govex to confirm it in writing, and tell us so we can correct this page. Viglia’s coverage is limited to the supported sources agreed with each client.
Read on: 7 October 2026. Offers, prices and public pages change. “Not found on the public pages we read” does not mean the feature is impossible or missing from a private contract: ask the vendor to confirm it.
A factual error can be reported through our editorial method and correction process . The page is updated from a verifiable official source.

FAQ
Is Viglia a French equivalent of Govex?
Not exactly. Both put people in the screening loop. Govex documents a Belgian and European service with training, buyer databases and CRM integration. Viglia is specialised in defence, civil security, fire and rescue, with worldwide monitoring of more than 200 official sources in more than 60 countries, NSPA and NCIA included, and qualifies tenders against your product catalogue with a reasoned bid / no-bid.
When is Govex the better choice?
When you want a selection screened by hand every morning by people who know Belgian buyers, when you want lawyer-led training or help up to submission, or when you need Belgian buyer contact databases and links to Salesforce, Teamleader or HubSpot.
Does Govex cover NSPA or French portals?
The pages we examined did not mention NSPA, NATO or specific French portals, and Govex’s terms set coverage per customer through the order form. Ask Govex to confirm the sources included in your territory.
How should I compare Govex and Viglia fairly?
Fix one brief, one list of mandatory sources and a set of known notices. Compare recall, false positives, the quality of the explanations and the time your team still spends reviewing.
